The Senior Transportation Analyst administers key business systems; completes analysis on transportation data such as traffic volumes, speed, and crashes; and responds to resident requests. In this role, you’ll get involved in hands-on work with daily maintenance, operations, and planning studies as well as in the reporting generated from that daily work. This unique position will give you a view into the full life cycle of business data and allow you to continually refine business processes. Your work will elevate the department’s responsiveness to the community and guide data-informed infrastructure decisions that improve the quality of life of Raleigh residents. About You: We’re looking for a self-starter who thrives with a variety of tasks and interactions across groups. In this role, you’ll build relationships across the Transportation department and leverage strong active listening skills to understand diverse program needs. You will bring your attention to detail and curiosity to complete and validate analysis work and continually improve business processes. Your tech savvy and great communication skills will combine to improve the daily experience of both residents and staff by streamlining and speeding up responses to resident requests. About Us: The Business Intelligence unit manages and develops data and data-based tools for programs across the Transportation department. The transportation field is changing rapidly with the exponential growth in data on how people move around the City and interact with transportation infrastructure. The Business Intelligence unit helps program managers identify and procure useful data, analyze data, track performance metrics, and leverage new technologies like computer vision. We also manage key business systems for the department to ensure quality data feeds dashboards and other analytical tools. These services support asset management, performance monitoring, response to resident requests, and the development and prioritization of capital transportation projects. Examples of duties The intent of this job description is to provide a representative summary of the major duties and responsibilities performed by employees in this job. Respond to Resident Requests:  Provide excellent customer service to residents by intaking and managing resident requests. Develop efficient workflows for high volume requests and coordinate with program staff to complete analysis and provide responses. Work with program staff to incorporate infrastructure or policy recommendations resulting from resident requests into project plans and programs. Deliver High-Quality Analysis: Conduct transportation studies in multiple platforms to respond to resident requests and meet program needs. Validate and synthesize results into clear, actionable insights for staff and program managers. Administer Business Systems: Configure the City’s asset management and project management systems to support program workflows. Meet with program staff to understand business needs and implement process improvements to meet those needs. Monitor requests, work orders, and projects in these systems to identify and address incomplete data and aging requests. Produce and Maintain Reports:  Develop, update, and maintain reports and dashboards serving program needs from business system data. Design and maintain processes across systems to allow useful analytics and performance monitoring.   Qualifications Education and Experience: Bachelor's Degree in Transportation Planning, Urban/Regional Planning, Transportation Engineering, or related field or related field; 5 to 7 years’ experience in transportation, urban or regional planning, transportation engineering, or related work OR  Any equivalent combination of training and/or experience that provides the required knowledge, skills and abilities may be substituted. Supplemental information Knowledge of: City policies and procedures Transportation planning best practices, development regulations, and review process Applicable federal, state, and local laws, codes, regulations City and state procurement regulations National engineering standards Public sector budget process Standard practices, methods, tools, and materials of assigned work Specialized equipment of assigned program area Principles and practices of criterial thinking and analysis Modern office practices and procedures including the use of standard office equipment and computer applications such as word processing, database, and spreadsheet applications Skill in: Leading and coaching others Preparing technical reports, documents, and presentations Interpreting professional engineering theory, techniques, practices and procedures Conducting research and data analysis Public speaking Verbal and written communication Planning, researching and analyzing data for process improvement Coordinating deadlines and prioritizing competing demands Monitoring, evaluating, and reporting financial activities, operational data, and information systems Providing informative and knowledgeable customer service Ability to: Organize and maintain documentation, data records and files Manage multiple concurrent planning and implementation efforts to completion and on schedule Use various industry specific computer programs (e.g. Computer aided drafting (CAD), GIS mapping, and traffic microsimulation software) Liaise with customers and internal departments ADA and Other Requirements: Physical Effort: Sedentary: Exerting up to 10 pounds of force occasionally, a negligible amount of force frequently, and/or constantly having to lift, carry, push, pull, or otherwise move objects, including the human body. Work Environment: Employees will frequently work in an office environment and will occasionally work in an o utdoor environment, near moving traffic on a construction site, in a vehicle in a warehouse environment and shop environment. Work Exposures: Employees will occasionally be exposed to individuals who are hostile or irate, extreme cold (below 32 degrees), extreme heat (above 100 degrees), moving mechanical parts and loud noises.
