The Health Service Manager 2 is the Health Authority and responsible for the management of the Health Services Department at Monroe Correctional Complex. This position is responsible for the implementation of health care policy and practice throughout a prison facility. Management functions include planning, leading, and controlling the work performed by the Health Services at the facility. In addition, this position is responsible for the cost-effective use of DOC resources in facility health care operations. Responsibilities include maximizing DOC staff, equipment, and supplies resources. This position provides direct administrative leadership in the delivery of health services to patients in a facility operating 24 hours a day, 7 days per week. In the facility setting, this position effectively and efficiently provides a health care delivery system which includes primary, secondary, and tertiary care. The incumbent supervises and manages all offsite and in-prison health care, including outpatient services which include scheduled and emergency care, nursing, dental, pharmacy, radiology and laboratory, mental health, patient health records, custody, and related support services. This position manages the delivery of comprehensive healthcare services at their facility. This contributes to the Department’s mission. This position collaborates with other subject matter experts on various statewide department level strategic planning committees/task forces to collectively formulate/develop statewide health care division policies, directives, and implementation action plans that affect all health services operations. This position is considered the Facility Health Authority if there is not a HSM3. The health authority is a designated individual that is tasked with ensuring the organization and delivery of all health care in the facility. This health authority is a person who by education, experience, or certification (e.g., MSN, MPH, MHA, FACHE, CCHP) is capable of assuming responsibility for arranging all levels of health care and ensuring quality and accessible health services for incarcerated individuals. Examples of duties Plan, lead, organize, and control the work performed by the Health Care units. Assure appropriate and optimum use of DOC resources to include physical, financial and personnel to enhance the effectiveness of employees through timely appraisal and professional development opportunities. Support effective communications throughout the organization. Maintain the highest standards of personal, professional and ethical conduct and support the Department of Corrections’ goals for a diverse workforce. Direct and manage complex and diverse health services. Supervise and coordinate all patients’ health care and treatment with employed or contract health care professionals and community health care institutions and providers. Ensure all elements of health care are aligned with the Department’s mission and vision. Budget planning, development, and management. Manage a health care budget that consists of a cost-effective delivery system including overseeing and monitoring contract compliance. Serve as liaison to custody leadership and other facility managers. Participate in state committees and planning groups to formulate policy. Monitor, coordinate, and negotiate the contracting process for local Client Services Contracts, affiliation agreements and emergency services. Monitor and ensure initial and continuous professional licensure in the State of Washington is maintained and in good standing. Monitor and ensure proof of TB tests, a copy of license to do business in Washington State, and professional liability insurance is maintained. Other administrative / managerial responsibilities. Draft and/or finalize patient resolutions/complaint responses, personnel actions, reports, information requests and responses for work unit or other government entities. Investigate and obtain materials used in responses and in decision-making processes such as DOC policies, procedures, directives, RCW's, WAC's, Human Resources, Resolutions and health record information. Establish office procedures, priorities, and deadlines in alignment with the Department. Assign and review work performed. Plan for workload coverage; arrange for cross training development. Review position and personnel transactions, recommendations to Appointing Authority for hiring staff, recommend corrective action, act on leave requests and work schedule adjustment requests; approve staff overtime. Coordinate and/or participate in hiring processes. Implement recruitment plans, screen applications. Develop and prepare questions, schedule candidates, secure interview room, oversee pre-exposed questions, lead and/or participate in interview panels, conduct reference checks, recommend selection of applicants and compensation according to rules/contracts. Monitor and ensure compliance with standards for health care, DOC policies, collective bargaining processes, and impact of state legislative processes. Review policies and procedures for health care and the institution at large and provide input for updating current policies. Develop, revise and implement necessary Operational Memoranda. Implement selected policies and procedures for the implementation of all pertinent division directives, and policies and procedures. If lead HSM, Co-chair the facility CQIP Quality Management Committee; local QRR meetings and participate in self-audit monitoring of data and quality metrics. Monitor and ensure compliance with regulatory requirements. Designated facility health authority. Applies to HSM2’s that are the lead HSM at their facility. Responsible for determining leadership responsibility is delegated equitably. Responsible for expert collaborative communication with HQ and other executives regarding health services operations and effectiveness. Lead delivery of healthcare system at the facility to support agency mission. Direct delivery of agency mission critical administrative healthcare services to patients and coordinate care with resources both internal and external of corrections. Implement facility strategic long-term operating plans, goals and objectives for health services in alignment with Appointing Authority. Proactively monitor compliance and quality improvement impacting health services. Analyze and implement assigned facility health services policies. Oversee training and provide work directions to a wide variety of staff including administrative and advanced professional-based healthcare clinical disciplines. Assure quality and professional soundness for health services operations. Authorized designee for Health Services communication regarding the facility. Designated lead for communication with outside agencies which includes notifying family members for seriously ill patients, regulatory entities such as OCO, DRW, DOH, Unions and other community partners. Qualifications Required Qualifications: Three (3) years of supervisory management experience in an acute or ambulatory health care system; OR Five (5) years if lead HSM. Extensive experience in leadership and administering health care services in a diverse organizational unit that includes outpatient, inpatient, dental care, optometry, mental health, physical therapy and several professional disciplines. Analysis – Uses data and information in a clear and rationale thought process to access and understand issues, evaluate options, form accurate conclusions and make decisions. Identifies key facts, understands the nature and relationship between data elements, recognizes underlying principles or patterns in an array of data, determine if additional data should be collected. Uses judgment and critical thinking in the absence of clear guidelines to draw conclusions about further action. Observation and Inspection – Critically observes and inspects people, conditions and the environment to detect problems. Acutely aware of critical details, alert and attentive when performing other work, understands normal conditions and constantly compares the current status to the norm to identify subtle changes and incremental deviation, makes informed judgment about when a change in current status must occur and determines appropriate action. Uses insight to identify contributing and mediating factors. Understands that documentation and other forms of communication cause others to understand and take appropriate action. Decisiveness – Makes timely decisions without sacrificing quality even under ambiguous circumstances or when data is limited. Recognizes when a decision must be made and moves forward, delegates decision making authority appropriately, advocates for important patient care objectives and finds common ground and solutions among diverse interests. Preferred Qualifications: Master’s in Health Administration or Master’s in Business Administration/Master’s in Public Administration if lead HSM with a Health Services Administration concentration. ACHE certification, a plus. QA/CQI experience -OR- Bachelor’s in Health Administration, Business Administration/Public Administration. Extensive prior health care administration in an adult correctional environment or similar institution. Extensive experience in leadership and administering health care services in a diverse organizational unit that includes outpatient services, inpatient services, dental care, optometry, dietetics, physical therapy and several professional disciplines.
