Director of Operations Community Management Services Company: Inframark — Community Management Services Reports to: VP, Operations Industry Context: Community Management Services industry About the Role Inframark Community Management Services provides management services to clients in Florida, Texas and Arizona. Our clients in Florida include homeowner associations, Community Development Districts under Chapter 190 — special districts governed by elected Boards of Supervisors that finance, construct, operate, and maintain community-wide infrastructure such as roads, stormwater systems, and amenities. The Director of Operations will have P&L and operational leadership of multiple departments within the business to ensure consistent, compliant, high-quality service delivery across the business portfolio. This is a hands-on operating leadership role: building cross-functional alignment among department heads, owning portfolio-wide performance, and serving as the VP's operating partner on growth and service quality. Key Responsibilities • Lead and align multiple department leaders into a single, coordinated operating team • Own end-to-end service delivery across the CDD portfolio: district governance support, field/maintenance execution, amenity operations, and administrative/records compliance • Ensure compliance with Florida Chapter 190 governance requirements across all managed districts (Board meetings, records custodianship, public records requests, election cycles) • Partner with Business Development and Department Leaders on new client wins, RFP responses, and onboarding of newly formed or newly awarded districts • Set portfolio-wide performance standards and KPIs for management, maintenance, field services, and amenity operations; hold department heads accountable to them • Own budget and fiscal performance across the various departments in partnership with all Department leaders • Resolve cross-departmental bottlenecks • Serve as an escalation and resolution point for client concerns • Report KPI performance, compliance risk, staffing needs, and growth pipeline to the VP Preferred Qualifications • Open to candidates from outside the CDD/community management industry — strong operations leadership in another multi-site, multi-department, or regulated-services environment is valued as much as sector-specific tenure • 8+ years in operations leadership overseeing multiple departments, functions, or business units — property/facilities management, hospitality, healthcare operations, municipal services, utilities, or similar multi-site industries all translate well • 3–5+ years leading multiple functional leaders or department heads (not just individual managers or single-site supervisors) in a multi-disciplinary operations structure • Experience owning P&L or budget performance across a multi-department or multi-site organization • Demonstrated ability to manage through department heads rather than direct field execution — a true second-layer operating leader • Comfortable serving as a senior escalation point in front of executive leadership, governing boards, or key clients/stakeholders • Comfort operating in a regulated, public-facing, or governance-driven environment; specific experience with Florida Chapter 190 CDD governance (Board of Supervisors relations, public meetings, records/compliance administration) is a strong plus but not required — this can be developed on the job Preferred / Differentiators • Prior experience specifically managing a CDD services organization with separated functional departments (vs. a generalist property/community manager background) • Experience supporting or partnering with Business Development on new client capture and onboarding process • Experience integrating acquired or newly awarded clients into standardized operating processes • Track record building shared standards/KPIs across previously siloed departments To support a safe and secure workplace, all offers of employment are contingent upon the successful completion of background screening, drug testing, and driving record review where applicable.
